本研究旨在探討地方機關人員的工作負荷、外在工作滿意與離職傾向之關係,以立意取樣方法抽取新北市29個區公所公務人員為研究對象,採用問卷調查法進行資料蒐集,回收有效問卷536份,所得資料使用敘述性分析、信效度分析、相關分析、迴歸分析及Sobel檢定等方法進行統計分析,以瞭解其工作負荷、外在工作滿意與離職傾向之關聯情形。研究結果發現:(1)工作負荷對離職傾向具有顯著正向影響;(2)工作負荷對外在工作滿意存在顯著負向影響;(3)外在工作滿意對離職傾向呈現顯著負向影響;(4)外在工作滿意在工作負荷與離職傾向間存有部份中介效果。整體而言,地方機關在無法避免高工作負荷下,強化人員外在工作滿意的履行程度,可明顯弱化離職傾向的知覺,對人員留任意願具有一定程度效果。
The purpose of this study aimed to explore the relationship between the workload, external job satisfaction and turnover intention of local government officials. The purposeful sampling method was used to select public officials in 29 district offices in New Taipei City as the research objects, and the questionnaire survey method was used to collect data and valid questionnaires. 536 pieces of data were obtained, and statistical analysis was carried out using the methods of descriptive analysis, reliability and validity analysis, correlation analysis, regression analysis and Sobel test to understand the relationship between their workload, external job satisfaction and turnover intention. The results showed that: (a) Workload had a significant positive impact on turnover intention; (b) Workload had a significant negative impact on external job satisfaction; (c) External job satisfaction had a significant negative impact on turnover intention; (d) External job satisfaction had a partial mediating effect between workload and turnover intention. On the whole, under the unavoidable high workload, local agencies can strengthen the performance of employees' external job satisfaction, which can significantly weaken the perception of turnover intention and had a certain effect on employees' willingness to stay.
