「國防二法」開啟我國軍事事務革新的新頁,在軍事領域達成進步與革新的「相承組合」效果。配合「國防二法」後國防體制及權責之劃分,「精實案」後工程人力精簡,原以國軍單位自辦工程設計、監造為主之執行方式,改採委外為主,自辦為輔。而對工程而言,人們關心的幾乎都是技術性的問題,為了工程品質,可以制訂許多的準則,希望工程品質能更好。然而人所要面臨的問題可以說多如牛毛,執行土木工程的人,是不是都默默是承受各種壓力,或者因為長期承受壓力,影響工作及身心健康,進而致使工程生命週期執行過程中犧牲掉品質。 近代品管大師石川馨(Ishikawa)提出以「良好人力資源建立工作品質」,林利國(2003)亦提出建築工程的施工現場受到人、事、物等因素的不確定與差異性,以致工程品質的優劣有極大的變異。而在營建工程之生命週期中,均是由人所執行。本研究以國軍A工程單位為受測樣本,採問卷調查方式,探討國軍工程人員工作負荷與因應對策,根據本研究針對回收之43份有效問卷調查發現受測者普遍對工作負荷之知覺感受高。受測者中,教育程度高的人員對工作壓力結果的感受低於其他人員。土地方面的問題,受到受測者相當高的重視。採取重點改善措施,對本研究工作負荷改善效益可達12.2%,將供相關工程人員及工程機關之參考。

Are carried out by the people, and that good quality human resources to establish working.In this study, an engineering unit of the tested samples, mining survey and explore the engineering staff work load and countermeasures, according to this study for the recovery of 43 valid questionnaires survey found that by measuring the general perception of the work load of the high feelings. Subjects, the high level of education of the personnel working pressure is lower than the results of the feelings of others. The issue of land by the subjects were very high importance. Focus on improving the measures taken to improve the effectiveness of up to 12.2 %, will be available for related projects and works of reference organs.
