近年來,環保議題在全球逐漸受到重視,世界先進國家也陸續制定相關法令予以規範,如電機電子產品限量使用有害物質(RoHS)、廢電機電子產品回收指令(WEEE),與能源相關產品(ErP),新化學品註冊、評估及授權機制(REACH),電子製造業紛紛投入綠色供應鏈的建置,希冀藉由完整的綠色供應鏈,使企業成為綠色產品的製造者,避免在未來講求環保的市場上失去商機,但若是不符合綠色規範,將衍生貨品退運、銷毀、罰款乃或判刑等處置。 由於綠色法令將會持續下去,相關法規也會不斷推陳出新,因此,本研究針對上述問題,認為企業在執行綠色計畫時,必須從整體經營的風險管控,來落實綠色計畫,其中應考量來自PLM系統上的設計資訊、GP系統的採購資訊、IQC的檢驗資訊、以及生產製造的資訊,並透過類神經網路(Fuzzy-ART)進行風險預測,使企業在面臨不斷推陳出新的綠色法規時,能有效控管綠色供應鏈之風險及如何不讓經營成本提高等策略面經營重點。本研究發現,高風險集群中,風險最高為貼片電容類(MLCC),其次為連接器類(Connector),緊接為積體電路類(IC)。
In recent years, the environmental issues have gradually been taken seriously in the whole world. The developed countries are starting to develop regulations, such as Restriction of the use of Hazardous Substance (RoHS), recycling of Waste Electrical and Electronic Equipment Directive (WEEE), Energy-related Products (ErP), Registration, Evaluation, and Authorization of Chemicals (REACH). The electronic manufacturing industry has invested in the construction of green supply chain, in order to become the main producers of green products through the complete green supply chain and also to avoid missing opportunities on the market emphasizing on environmental protection in the future. Those one who do not meet the green standards will cause the goods returned, destroyed, fined or imprisoned. The relevant laws and regulations about green will continue weeding through the old to bring forth the new, therefore, this study suggests that enterprises should achieve the green plan from overall business risk management and control while implementing the green project. Moreover, considering the procurement of information from the design information on the PLM system, the GP system of IQC inspection information, as well as manufacturing information, and predicting the risk via the neural network (Fuzzy-ART) will all make enterprises effectively control the green supply chain risks and lower the operating costs while facing upgrading green laws. This study has primarily found that among all high-risk clusters, the highest risk one is MLCC, followed by the Connector, and the third one is IC.
