應用二維品質模式與品質機能展開探討基層機關公文整合系統之研究

摘要

在公文電子化之重要性愈來愈被重視的同時，雖然資訊系統的成功與否涉及許多因素，但卻多與使用者有關。本研究利用Kano 二維品質模式，探討基層機關公文整合系統之關鍵性品質。本研究依研究目的發展利用Kano 二維品質模式設計正式問卷探求使用者需求之公文整合系統品質要素，並利用專家問卷以層級分析法 (AHP) 計算使用者需求品質之相對權重，後透過品質機能展開發展出公文整合系統「品質屋」(House of Quality；H o Q)。使主管機關能針對重要之公文整合系統品質項目，思考其執行策略，透過資源的有效運用，創造系統的最大價值。

As the importance of electronic documents has been gradually recognized, this research intends to integrate Kano model with QFD, in order to find out the key quality factors for the official document integration system. According to Kano model, this research identifies the user’s desired quality factors . Furthermore, it calculates the relative weights of users required qualities by using AHP. Finally, it applies Quality Function Deployment(QFD) to develop the House of Quality(HoQ). It will assist the officials in considering the deployment strategy of the official document integration system.
