塑膠射出成型業多數為各類公司的配合廠,為順應全球企業扁平化的趨勢,及目前通貨緊縮日異嚴重的情況下,節流將是企業所需考量的重點,除了製程的改善與簡化外,其餘各項事務作業的簡化、制度標準化才能使人力工時發揮至最大效能。 但如何藉由簡化的作業流程來確保產品的品質的提升,端賴ISO 9000及TQM的制度嚴格執行,在導入的前置作業則必須考量委外輔導或由企業內部自行導入,如由委外輔導所必須審慎評估,顧問公司是否具備企業本身的專業或者成功輔導類似企業的經驗;另企業的最高決策者必須全力的支持制度的導入,更甚全程參予尤佳。 個案公司於台中地區已創立25年,而推動ISO 品保系統亦長達十餘年,並於2001年執行ISO 9000更版時機一併推動TQM,使產品的品質更為穩定且深獲客戶的信賴。 今藉由個案公司自導入ISO及TQM的推展至今的成果,及歷經十餘年所遇困境所擬訂的解決方案與成效,及同時導入ISO 9000及TQM的成功關鍵因素提供後續相關產業參考,研究結果如下: (一) 導入ISO 9000與TQM時,最高決策管理者需全力支持,並由人事單位明訂相關懲處規定,嚴格執行。 (二) 優質的學習和工作環境:企業主必須瞭解具有優質的工作和學習環境,才能讓優秀的員工願意再繼續發展,運用人力資源部門在規劃教育訓練課程時,參考國際標準 ISO10015:2005 所提供的一個思考和運作模式,可為企業訓練評估發展之參考依據。 (三) 無障礙且安全的溝通環境:企業必須先塑造一個可以愉悅舒服的溝通環境,讓所屬成員在和悅的前提下暢所欲言,而且暢所欲言的結果,不會有引起任何危害的不安全聯想,而溝通的目的,是為了化解認知歧異和衝突,以達成共識,另優秀的員工必須有優質的工作和學習環境,才能讓優秀的員工願意再繼續發展,並可參照國際標準 ISO 10015:2005 提供了一個思考和運作模式,可做為企業訓練評估發展之參考依據。 (四) 外部諮詢顧問人員之選聘應採具備企業相關專業得輔導機構,始能縮短導入期程,使輔導作業與各項文件撰擬與討論時間縮短。 (五) ISO 9000及TQM的建構過程,就是一個改善調整的歷程。
