安全,依據Maslow的「人類基本需要階層論」是屬於第二階層的需要,在日常生活中的每一層面都不可少。多年以來,事故傷害一直是國內五至十四歲兒童及十五至二十四歲青少年最主要的死亡原因,造成莫大的損失,因之校園安全的加強非常重要。眾所週知,為學生營造既健康又安全的學習、成長和生活的環境,是各校的首要任務。學生事故傷害發生的原因不是單一的,而是多元的,可涵蓋學生、學校及社會等多方面,可謂錯綜複雜。基於這樣的認識,學校必須研訂周延的學校安全教育計劃,此項計劃可涵蓋安全行政、安全組織、安全的學校環境,以及安全教學與活動,為全校師生建構一周密的安全保護網。當然,校園安全不是少數人的責任,必須全校師生總動員,再加上家長的支持與合作,以及社會資源的妥善運用,庶幾學校安全才可能加強,以達成促進學生健康的目標。
Safety, based on Maslow, s Hierarchy of Hun此n Basic Needs, is the need in the second rank right above the physiological need. As we know, safety is the essential component in each aspect of one ,s daily lilving. In the past few decades, unintentional injury was the first cause of death among the children and youth aged 5 to 24 in Taiwan. This phenomenon reveals the importance of school safety. Indeed, providing the students with a healthful and safe environment for the sake of learning, development and living is a school,s most important responsibility. The unintentional injuries happened to the students were caused by multifactors, including the students, school and community. For the purpose of protecting the students and school personnel from unintentional injures, each school needs to develop a comprehensive school safety education program which includes safety administration, safety organizations, healthful and safe school campus, and safety instruction. The school safety education program should be implemented by all the school members in cooperation with the parents and community members in order to promote the students, health.
