Humanitarian assistance and disaster relief efforts (hereafter abbreviated as HA/DR) have been identified as a central task. In addition to defense operations for the armed forces, disasters are seen as threats of non-traditional security. How soon armed forces can involve in to major disasters is viewed as a symbolic indicator of how much the government values disaster relief. The environmental, subjective and objective factors have resulted in that different military organizations have various mindsets, expertise and equipment. Coordination among these units is a key to reach the successful accomplishment of HA/DR missions. It has been observed that in the current HA/DR command system, due to the restrictions imposed by the current system, laws, and policies, the armed forces has the difficulty of reacting quickly.
