軍機維修組織領導者特質、安全文化對安全績效之關係-以北部某空軍基地為例

摘要


「安全績效」是評估組織整體運作成效之重要指標,而「領導者特質」與「安全文化」是成就良好績效之核心要素。國軍組織向以軍紀嚴明、奉行命令著稱,組織整體成效有目共睹,惟資訊化與組織變革的趨勢洪流,造成國軍整體結構、觀念與文化產生變化,如何運用領導功能之發揮,建立和諧之安全文化,使安全績效得以穩定發展,實為現階段國軍部隊重要課題, 本研究旨在探討軍機維修組織領導者特質、安全文化對安全績效之關係,以空軍北部某空軍基地為研究對象,針對500位維修人員實施「領導者特質」、「安全文化」及「安全績效」等量表問卷調查,並採敘述性統計方式,執行因素、相關與迴歸分析,瞭解各變項間之相關性與影響性,所得結果如下: 一、「領導者特質」發現啟發激勵、願景推展、實務懲戒;而「安全文化」發現安全培植文化、安全行為文化、獎酬制度文化,及「安全績效」發現安全實務管理、組織運作管理、事故調查運用等構面,對於研究案例軍機維修組織有較顯著關係。 二、本研究案例組織對於領導者特質、安全文化與安全績效之間均有顯著正相之關係。 三、本研究證實以安全文化為中介變數,對於領導者特質與安全績效間確實有顯著的影響性,且為正面之關係。 綜上,本研究對於軍機維修組織之建議,係領導者對於組織安全觀念之建立,應秉持主動支持、付諸行動之態度,使安全溶於組織文化及作業中,並以安全績效良窳作為組織工作修正指標,俾符合組織最佳利益,成就有效飛行架次。

The “Safety Performance” is a critical index to evaluate the whole operation function of an organization, and the “Leadership Traits” and “Safety Culture” are two core factors to achieve good Performance. Taiwanese military personnel have been well known to follow strict discipline and follow orders well. However, due to the trend if reorganizing and downsizing, the military has been forced to make great changes in organization. This change of thought and culture has forced the military leadership to reevaluate safety and leadership issues and study how to keep quality control constant. This research aims to inquire about the leadership traits and the safety culture of a military aircraft maintenance organization by surveying 500 technicians. The questionnaire will adopt the description covariance method, related and regression analysis, relativity and influence of each variable to gain the following results: 1.Leaders inspire to encourage, promote vision and reprimand accordingly. Audit security implantation culture, safe behavior, and award system. Maintain safety management, organization management and event investigation. These expectations are related to the study case. 2.The relation among Leadership Traits, Safety Culture, Safety Performance is obvious and positive in the organization. 3.This study assumes safety culture as the variable, however the influence to leadership traits and safety performance is not always obvious although can be positive. Above all, the recommendation of this study to the military aircraft maintenance organization will be for the leader to establish a clear organization safety concept, based on an active attitude and put into action. Thus, the safety concept dissolves into the organization culture and operation. A correction index will be used in the evaluation of safety to achieve the best support when flying sorties.
