Reading can not only enrich life but is also the soul of education. David Blunkett, former Education secretary of England, pointed out in 1998 that ”Every time we open a book, we open a window to the world. Reading is the basis of all kinds of learning. Reading is superior to everything we do when it comes to liberating our mind.” This window to the world is helpful in elevating children's abilities of perception, language, understanding, making inference and other domains. National Science Foundation even list reading, mathematics and science together as three fundamental abilities of mankind. Likewise, many professional child educators indicate that children who take part in parent-child reading together and have a habit of reading tend to develop positive psychological develpment and personalities. In order to synchronize the trend of reading with all developed countries around the globe, Ministry of Education has framed ”Happy Reading 101” as the Ministry of Education's Reading Improvement Plan for Elementary and Junior High Schools and listed ”Bookstart-Let's start reading” as a significant policy in order to spread the seeds of reading among the school kids. Since the introduction of foreign picture books to Taiwan in 1993, there has been a trend of publishing picture books, which have made picture books popular now. However, does the presentation of pictures and words really fit the children's need? How to we achieve a balance between translationed and domestic works? What is the bottleneck for the publishers of picture books? Therefore, after the in-depth interview with several experienced picture book editors, our research makes the following conclusions: 1.The picture and words in an excellent picture book must be able to enlighten children in reasoning and creativity. 2.By the translated work, it can enlarge children’s world view and stimulate domestic picture book market. 3.Only through cultivating artists and writers working on the domestic picture book, we can raise the standard of picture books and elevate our international recognition.
