數位時代資訊及通訊科技的發展,引發政府運作及管理型態的變革,政府運作更合乎民主參與、功能整合、彈性靈活知識導向的要求,成為一種「新治理」模式。人是組織的構成要素,數位時代中,因應政府運作方式的轉變,公務人力管理的新方向如下: 一、建立以「創新」及「進取精神」為內涵的核心價值。 二、以「資本」觀念界定公務人力,同時從人力基本特性、敬業程度、人力運用管理、學習文化、領導、人力成本等面向客觀衡量人力資本充分程度。 三、高技能人力,是數位時代政府的基本配備,其獲取必須要以強調核心能力的技能升級措施及消弭政府內部存在的數位落差為策略。 四、以多元組織型態選擇、總量調控及結果導向建構彈性化的人力管理。
The development of Information and Communication Technology (ICT) in digital age keeps enhancing the transformation of governmental management. In digital age, government functions according to the principles of democratic participation, functional integration, flexibility, and knowledge-orientedness. This model of governmental management is called ”the New Governance”. Human resource is one of organizational elements. The new directions of public personnel management in digital age are as follows: 1. Establishing the core values of ”innovation” and ”entrepreneurship”. 2. Treating employees as ”capital”. Evaluating the readiness of human capital from different dimensions of manpower characteristics, work attitude, manipulation and management of manpower, learning culture, leadership, and personnel cost. 3. High-skilled workforce is the basic equipment of digital government. In order to possess high-skilled work-force, we need to highlight the importance of core competency, upgrade employees' skills, and diminish the digital division in government. 4. Increasing the flexibility of personnel management through offering multiple organizational forms, quanta control, and result-oriented management.
