一九九六年中共與俄羅斯戰略協作夥伴關係是建立在安全、大國地位和經貿的三項現實利益基礎上,然而雙方戰略協作夥伴關係的形成和發展不斷受到多項阻力的制約,包括雙方複雜的地緣政治、歷史背景、俄羅斯對外正策的不一致性、中共威脅論,以及經貿滯後於政治發展的情勢,不過,雙方戰略協作夥伴關係的發展也同時存在多項動力,歸納有三:第一是中共和俄羅斯自八O年代末以來就開始持續進行的各領域的制度化建構;第二是一九九六年後雙方持續面對不利的國際環境變化;第三是不結盟、不對抗、不針對第三國的非零和競爭性質的戰略互動。這三項動力基本上有助於降低雙方關係發展中的阻力,從而能強化雙方戰略鞋做夥伴關係的基礎,因而中共和俄羅斯戰略協作夥伴關係一直呈現向前發展,但不易再度結盟的趨勢。
The Sino-Russian Strategic Partnership formed in 1996 was based on three common interest; security, great nation status, and economic development. This new strategic relationship is, however, facing multiple obstacles, including geopolitics, non-consistence of Russian foreign policy, Chinese threats, and a negative bilateral trade development. On the other hand, there have existed important dynamics that are beneficial to the development of the Sino-Russian strategic partnership. The first is the increasing institutionalization of bilateral relations since the end of 1980s. the second is a change in the international environment after 1996 that is not beneficial to neither the PRC or Russia. The third is non-aligned, non-confrontational strategic interaction, characterized as being non-zero sum. These three dynamics are helpful to counter the obstructions facing bilateral relations and thus to strengthen the basis of the Sino-Russia strategic relationship.
